If you have access to a Xbox console you may be able to promote your account. The process to do this is found here, http://support.xbox.com/en-US/xbox-live/online-privacy-and-safety/online-safety. Essentially you do the following:

• Sign into the account being used on the phone. You can find the Microsoft account being used by going to the phone and tapping settings > emails + accounts > the email listed as Windows Live is the one you want.
• Once signed into the Xbox go to settings
• Click on account.
• Select promote account.

If you do not have the option to promote the account, the age used to create this account is below the age of consent in your region (typically 18). This age cannot be changed. In a case that this is a child account you will need to find the current parental Live Id. This can also be found on the Xbox console, http://support.xbox.com/en-US/billing-and-subscriptions/account-management/forgot-microsoft-account#b675f88be17c44a9b60eff839c15f5ad. Go to the online privacy section of your account and change the current settings. You should be prompted for a password and the current parental Live Id should be listed.
